As usual, it was in the last days of the year that the government formalized the new bonus scales by decree. 2022 is no exception to the rule with a decree officially published on December 30 in the Official Journal.
Private car: too low a ceiling for hydrogen
Formerly open without price limit, the bonus works for a few years on a system of levels, reserving the maximum bonus for the least expensive vehicles.
For 2023, the system is once again restricted by limiting aid to “zero emission” vehicles whose acquisition cost is less than or equal to 47,000 euros, all taxes included. Although this ceiling makes it possible to integrate many electric cars marketed on the market, it does not really correspond to hydrogen mobility where the only vehicles sold today, the Toyota Mirai and the hyundai Nexo, are displayed at more than 60,000 euros.

Help dedicated to taxis for the Olympics
In preparation for the 2024 Olympic and Paralympic Games, the government has released a specific budget line for taxis transporting people with reduced mobility and wheelchair users.
Non-restrictive on the acquisition cost, this specific bonus can cover up to 40% of the purchase price with a ceiling set at 22,000 euros for electric and hydrogen vehicles. The aid is allocated within the limit of the first 1,000 complete and eligible files. Applications must be submitted by December 31, 2024.
Utilities: maximum help disconnected from the market
As for hydrogen utilities, the 2023 bonus does not set a limit on the purchase price and concerns all vehicles with a GVW of less than or equal to 3.5 tonnes. Fixed at 40% of the cost of acquisition of the vehicle, the aid is capped at 6,000 euros for an individual and 4,000 euros for a company.
Once again, the device is not really adapted to the reality of a hydrogen market which requires much greater aid to get started. Recently launched, the Stellantis fuel cell utilities are displayed at more than €130,000 excluding tax. If it will remain possible to benefit from certain local aid, the 4000 € offered by the government are therefore far from erasing the additional cost compared to an equivalent diesel model.
New rules for the conversion bonus
Also called the scrapping bonus and conditional on the scrapping of an old petrol or diesel vehicle, the conversion bonus system is also changing in 2023.
As for passenger cars, the bonus is modeled on the bonus and can only be applied in the event of the acquisition of a vehicle costing less than €47,000:
- For companies, the amount of the 2023 conversion bonus may reach €2,500.
- For individuals, only households whose reference tax income per share is less than or equal to 22,983 euros will be able to benefit from it with a premium ranging from 2,500 to 4,000 € depending on the level of income.

Retrofit bonus: up to €9,000 to convert your vehicle to hydrogen
Granted in the event of transformation of a thermal vehicle into battery- or fuel-cell electric motorization, the retrofit bonus uses a scale similar to the previous schemes.
For individuals, it is limited to households whose reference tax income per unit is less than or equal to 22,983 euros and varies between 2,500 and 9,000 euros depending on the type of vehicle transformed with aid that can cover 80% of the cost. processing for a passenger car and 40% for a utility vehicle.
For companies, the aid is set at €2,500 for the conversion to hydrogen of a private car. For a utility vehicle, it can go up to €9,000.
