New Deal Mobile: the improvement of 4G coverage continues

Five years after the signing of the New Deal Mobile agreement, 2,000 multi-operator 4G pylons have been built and put into service throughout the territory by the operators. This rate of deployment materializes the acceleration of the mobile coverage in 4G in white areas.


What is New Deal Mobile?


Signed in January 2018, the New Deal Mobile is an agreement between the French State, Arcep (the Electronic Communications and Postal Regulatory Authority) and mobile operators, which aims to improve the quality and extend the mobile network in France.


These commitments are as follows:


  • The generalization of 4G on all mobile networks: equip all mobile sites with 4G
  • Targeted coverage : improve coverage in a localized manner to meet the needs identified by the public authorities
  • Coverage of transport routes : cover the main road and rail axes to allow everyone to communicate while moving
  • Gradual improvement in the quality of mobile networks : raise the standard of requirements applied to mobile coverage obligations and bring transparency to sites that are down or undergoing maintenance
  • The cover indoor: provide complementary solutions to enable everyone to communicate inside buildings
  • The development of fixed 4G : provide a fixed service thanks to 4G to provide additional coverage to fixed networks


At the national level, 4G coverage now reaches 93% of the territory and the ambition is to cover the entire territory in 4G by 2027.


What are the interests of the New Deal Mobile?


Under the New Deal Mobile, Bouygues Telecom, Orange and SFR are required to cover voice, SMS and very high speed mobile (4G) all priority roadsoutside vehicles, as of December 31, 2020. This obligation has been strengthened to provide mobile services inside vehicles on all of these axes: for Orange and SFR as of January 25, 2022 and for Bouygues Telecom as of 9 October 2025. Bouygues Telecom, Orange and SFR are also required to cover 90% of the regional rail network very high speed mobile (4G), along the tracks outside, as of December 31, 2025.


The New Deal Mobile also targets a gradual improvement in the quality of networks both indoors and outdoors. Thus, mobile operators have the obligation to offer under certain conditions, since 2018 or 2021 depending on the operator, the service Voice over Wi-Fi on their network, thereby improving coverage inside buildings.


Since 2018, Bouygues Telecom, Free mobile, Orange and SFR have alsoobligation to provide a fixed 4G service, i.e. a fixed internet access service on their very high speed (4G) mobile networks. This translates for customers into the possibility of subscribing to a 4G BOX if the ADSL connection is too limited and if the optical fiber is not present.
