It has been in your wallet since 1998: the vital card is the essential element for the French to be able to benefit from care in France. Here it is which will undoubtedly invite itself into your smartphones and other electronic tools: a decree published in the official journal on December 28, 2022relating to “inter-scheme electronic identification means”, now regulates the gradual generalization of the “vital e-card” to the whole of France in 2023. The Midi Dispatch takes stock of this novelty.

Why an e-card vital?

For several years now, the government has been advocating for the digitization of the vital card. This project is part of the more global framework of the dematerialization of administrative tools relating to health. In February 2022, for example, Health Insurance launched “My Health Space”, a platform which, among other things, made it possible to control one’s medical follow-up online.

The dematerialized vital card is part of this approach. In practice, the card can be presented to your doctor or pharmacy from your smartphone. L’Assurance Maladie justifies this novelty by explaining that today there is “more chance that patients have their smartphone on them, so the e-carte vitale is the guarantee of always being able to make a teletransmission”. The structure also indicates that the progressive dematerialization of the vital card should make it possible to minimize “errors and rejections of invoices”. Finally, it will ultimately be a question of reducing the “risks of manual contamination”.

How it works ?

The insured will first have to download a mobile application on his smartphone, called “apCV”. In this application, the user will then have to integrate his vital card by downloading it to his application. During a consultation or a purchase in a pharmacy, the user will only have to present his smartphone to his interlocutor. It will then be a question of scanning a QR Code or of affixing the smartphone to a dedicated reader. This last option is not yet fully operational: not all smartphones are equipped with “NFC” technology.

On this application, it will be possible to find “user data, the national health identifier and data for monitoring the use of the card”. Subsequently, the application will be able to offer “new functionalities” such as “delegation of the use of their card to a trusted person.

What about data security?

The Health Insurance ensures that the data which will be on this application will be able to have “the same level of security as the physical card”. This tool will only be able to store a limited amount of information: “surnames, first name(s), gender or sex, quality (opening right, child, etc.) and the compulsory organization of attachment.” In addition, for users, it will be necessary each time to carry out a “double authentication”: “by the insured’s smartphone and by a personal secret code”, explains Health Insurance.

What timetable for the deployment?

This digital tool has already been deployed in 2022 with eight different health insurance funds: Alpes-Maritimes, Bas-Rhin, Loire-Atlantique, Puy-de-Dôme, Saône-et-Loire, Sarthe and Seine-Maritime. This device will be generalized on a national scale this year but the government is giving itself until 2026 to perpetuate the device.

And the material vital cards?

The authorities do not want to abolish the classic vital card. The National Commission for Computing and Liberties (Cnil) explains that patients will be able to keep the “material” vital card until 2026. The decree issued by the government explains, however, that the beneficiaries can only be holders of only one vital card “in each of the two available forms”.
