The Community of communes of Vexin Normand (CCVN), in theEure, suffers from a digital divide on its territory. To remedy this, the community has taken action to support users, such as France Services structures or the provision of free access to computer equipment in libraries and the Ludo-Médiathèque.

But there are inhabitants who cannot move or who do not dare to go to this type of structure. This is why, in February 2021, the community council approved the creation of a digital training plan for residents, elected officials and community staff.

A digital advisor

In June 2022, a new step is taken with the recruitment of a digital advisorwhose position is co-funded by the‘State and theEuropean Union up to €50,000 over two years.

Native Pont-de-l’Arche, Theo Rouzeewho had a certain appetite for computers, was hired.

Holder of a History degree, the young man, soon to be 27 years old, will have the mission of bringing the inhabitants of Vexin Normand away from digital technology towards autonomy.

To do this, Théo Rouzée, who is attached to the France Services d’Etrepagny will lead group workshops limited to six participants. An individual follow-up will then be offered by appointment.

Following the call for applications launched by Com’com, ten municipalities volunteered and nine were selected to host these completely free workshops.

The schedule of the workshops

– Vesly: Monday from 9:30 a.m. to 11 a.m.
– Villers-en-Vexin: Monday from 2 p.m. to 3:30 p.m.
– Hébécourt: Tuesday from 9:30 a.m. to 11 a.m.
– Le Thil-en-Vexin: Tuesday from 2 p.m. to 3:30 p.m.
– La Neuve-Grange: Wednesday from 9:30 a.m. to 11 a.m.
– Saussay-la-Campagne: Wednesday from 2 p.m. to 3:30 p.m.
– Doudeauville-en-Vexin: Thursday from 9:30 a.m. to 11 a.m.
– Neaufles-Saint-Martin: Thursday from 2 p.m. to 3:30 p.m.
– Bézu-la-Forêt: Friday from 9:30 a.m. to 11 a.m.

A first session is scheduled over ten weeks between Monday January 9 and Monday March 27, 2023 knowing that there will be no workshop during the winter holidays from February 11 to 27.

“I designed my ten sessions to be as progressive as possible. The first will relate to the grip of a computer, to become familiar with the feelings which one has in the tool to go further. At the end, we should talk about cybersecurity and how to solve a problem yourself”, specifies the digital advisor.

In the meantime, participants will have learned to navigate the Internet, communicate by email or video. The first week, Théo Rouzée will be accompanied by Élodie Bécam, head of France Services.

A second burst of workshops is planned for the municipalities that request it.

Monique Cornu, the vice-president in charge of social policies, also indicated that there could be France Services hotlines in the municipalities. “These computer workshops are a first step in reaching out to the population.”
